Ensuring that shipments are cleared by CBP and PGAs is the responsibility of Trade Compliance. Moving the goods from the Pier is the responsibility of the transportation team. Coordinating customs, PGAs, Custom House Brokers, 3PLs, and drayage companies is a major challenge for BCOs/Importers.

90% of all import volume arrives by vessel. The Pier represents a huge black-hole where ocean shipments become invisible and costs magically appear. Under normal conditions, the costs associated with the pier and last-mile delivery amount to 10-20% of the ocean freight. When things go wrong, the costs can quickly balloon to equal or exceed the ocean freight charges. Managing the pier has been, and continues to be, a problem for BCOs. BCOs have been reliant on their customs brokers, drayage companies, and carriers for any hint of visibility at the pier.
